Outbreak Prime is an Exotic Pulse Rifle introduced in Rise of Iron. It is acquired by completing the quest "Channeling the Corruption", available only by completing a puzzle within the Wrath of the Machine Raid.
It would be reissued in Destiny 2 as Outbreak Perfected and could be acquired from completing the Fallen Transponder Quest and the "Zero Hour" Exotic Mission. After the mission was initially sunset in Beyond Light, it was obtainable via the Monument to Lost Lights. After the Into the Light update, this weapon was reprised with guaranteed Deepsight Resonance; making this exotic craftable.
History
Sometime during the raid against the Devil Splicers and their leader Aksis, Archon Prime, Guardians acquired a miniature SIVA engine that was intact but inoperable. Taking it to Shiro-4 who conceived the idea of a Guardian weapon from it, the Young Wolf would help in its creation. They would charge the inactive engine with their Light and equalize its energy patterns periodically, gather SIVA tech from the Splicers to help Shiro-4 kitbash, and scavenge for SIVA control grids to stabilized the active engine's flow. Finally, Shiro-4 would complete Outbreak Prime and gifted it to the Young Wolf.[1]
At some point between the events of the SIVA Crisis and the Red War, Outbreak Prime (now rechristened into Outbreak Perfected) would be contained by the Vanguard for possibly being a potential Guardian killer and the only active source of SIVA left known to exist. It was kept secured in a Cryptarch vault within the Tower before it was damaged during the invasion of the Red Legion and subsequently abandoned in favor of a new location. However, Fallen lead by Eramis, the Shipstealer had sought the SIVA weapon as a means to rally the House of Devils remnants. Their heist operation, however would become upended by Mithrax, the Forsaken who covertly enlisted the aid of the Young Wolf and other Guardians. The Young Wolf would kill Siriks, Loyal to Eramis, the Eliksni in charge of the heist, and reclaim the Outbreak Perfected once more.[2] [3]
Several years later during which the forces of the Witness laid siege to the Last City, Ada-1 of the Black Armory would express interest in the revival of a certain Cosmodrome program whose revival would serve their interests.[4] After consulting with Shaxx, the Exo gunsmith would be able to recreate the infamous weapon with extrapolated data from a simulation of the prior heist using modified Vex technology from the Infinite Forest.[5] After enlisting the Young Wolf's cooperation, Ada-1 crafts a brand new iteration of the Outbreak Perfected, with several upgrades using newer data from subsequent runs of the simulation.

Gameplay
Outbreak Perfected is the third Exotic Pulse Rifle introduced into Destiny 2, the first two being Vigilance Wing and Graviton Lance. Much like its previous incarnation, it has the potential to be a highly versatile multipurpose weapon in the hands of a player with good aim. In PVE, the weapon can clear groups of enemies with relative ease, and can deal considerable damage to boss enemies once enough nanites attach to them, especially in a full fireteam of Outbreak Perfected users.
In PVP, the gun, as of The Witch Queen, falls into a pulse rifle archetype that finds it hard to compete with the likes of other pulses, legendary or exotic. The nanite swarms produced by the weapons traits can be useful to tarry other players, though securing them in the first place can be a difficult task.

Catalyst
The Exotic Catalyst for Outbreak Perfected was initially obtained through the Zero Hour mission on Heroic difficulty, with subsequent clears progressing the catalyst. Since the release of Beyond Light, the catalyst became a playlist activity reward until the reintroduction of Zero Hour in Into the Light, which will now drop on first clear of the exotic mission's Legend-difficulty variant (on-par with Heroic Zero Hour).
Once obtained, players need to perform 500 kills with the weapon to unlock the catalyst perk:
- Exotic Trait: Disease Vector - Increases nanite damage. Enemies that die with nanites attached to them generate additional nanites.

The Captain stands with his primary hands braced on a command table. He stares down at a static holoprojection as though it might reveal some new secrets. Nearby, the Hunter combs through scout reports. The Warlock taps rapidly at a datapad, running simulation after simulation. No one speaks.
There is a deafening boom. The holoprojection flickers; the whole Skiff tilts seventy degrees off-kilter. The Captain holds tight to the table, reaching out with a secondary arm to snatch the Hunter as he goes toppling by. The Warlock is not a concern; she has Blinked her way to a secure handhold.
The Captain calls to his crew, speaking Eliksni too fast for the Hunter or the Warlock to follow. Someone calls back. The Skiff tilts nauseously, then stabilizes.
"Eramis?" the Warlock asks.
The Captain nods. Letting go of the Hunter, he disappears through an access hatch to consult with his new crew.
"I don't like this," the Hunter says lowly. "We should be there with him."
The Warlock chews on her lower lip. She doesn't like it either, but they've argued endlessly with their Captain and gained no ground. "We have to trust him," she says finally. "This is what he wants."
"Trust him to die?" the Hunter hisses. "Let's break down how stupid this is: not only does he want to infiltrate the Tower without us, he's planning to wear Devils colors to interrupt a Devils heist to reclaim SIVA. And instead of leaning on us, his good Guardian friends, he's banking on some stranger –"
"Not a stranger," the Warlock cuts in.
"Fine! Not a stranger, but definitely not a friend!" The Hunter grits his teeth. "We should do it. We need to do it. Let's just go; let's go now. We can cut them off." He conjures his Ghost with a twist of his wrist, readying for transmat.
"We have to trust him," the Warlock repeats, reaching out to grasp the Hunter's forearm. "I think he's right when he says it doesn't mean anything if we do it. Guardians do extraordinary things all the time. And he needs more allies…"
The Captain reenters their little ad-hoc war room. They draw up guiltily. The Hunter hides his Ghost.
"All well?" he asks, looking between them.
"Eia, Mithrax," the Warlock murmurs. "We're all good."
The Hunter says nothing.
"We walk this hardship-path with joyful hearts. Be brave."
