The Created Congression is a fanatical gathering of Dread, Taken, Scorn and Shadow Legion under the command of the Disciple Tivon, the Eternal Will. They believe that they are closer to the Final Shape than any of its other servants, most notably the Hive, who should be commanded by them rather than the other way around. They serve as the main antagonists of the Rebirth episode.

History

The Created Congression would come to be following the death of the Witness in the Pale Heart of the Traveler when Echoes of its memories created from Light and Darkness was released from the Traveler across the galaxy. One of these Echoes, the Echo of Influence, would strike a Pyramid ship left derelict in deep space following the Witness' death and embed itself within a severed arm of one of its Disciples encased on board. Known as Tivon, the Eternal Will, this Disciple had been killed and disassembled by Rhulk after the Witness found him too loyal to his idea of the Final Shape than to the Witness. With his spirit revived by the Echo, Tivon began calling out into the darkness.

During the Upheaval on Nessus, a crew of Shadow Legion under the command of Yirix would arrive in the Pyramid to steal whatever Pyramid tech they could find. One of the crew members, a cloned Psion named Vochun would come across the arm of Tivon and the embedded Echo. Through the arm, Tivon would speak to Vochun and offer him power and freedom from the Witness' control in exchange for total loyalty to Tivon and his idea of the Final Shape. Vochun would agree and Tivon would use the Echo's power to ascend Vochun into a Flayer. With this new power, Vochun would kill his former commander and take control of the Shadow Legion crew.

Over the following year, Vochun would roam the Solar System with Tivon's arm, which had since been bonded to his own. He would rally the various forces of the Witness that were directionless following the deaths of many of their leaders, including the Dread, the Shadow Legion, the Taken under the command of Ir Vothec, the Plucked and the Scorn under the command of Troksrii, the Technomancer, preaching to them of Tivon's vision of the Final Shape that would see all reborn in darkness and those remade in darkness would be risen above those merely wielded it, as well as denouncing the version of the Final Shape seen by the Witness and the other Disciples as false interpretations. All that would be needed to achieve this Final Shape was to recover the other pieces of Tivon's body and return him to life. Through Vochun, Tivon would bestow a portion of his Echo's power to Ir Vothec and Troksrii as rewards for their loyalty, increasing their power and freeing them from the bonds of their old masters.

Following the Weavers of Sorrow's failed attempt to conquer the system, the Congression would make their move to reclaim pieces of Tivon's body from across the system. A few of Troksrii's Scorn would attempt to take advantage of the defeat of Shin'ra to steal relics of Darkness from the Nephilim, only to be captured and imprisoned in the Subjugated Vault. Another force, sent by Vochun, would scout the Forged Pyramid for a piece of Tivon's body.
