The Ghost

Devils' High Emissaries were a high-ranking group of Ultra Fallen Captains belonging to the House of Devils, who reported directly to the High Priests of the Devil Splicers. They could be found aboard the Ketch located on the highway outside the Wall of Old Russia: Splicership Menkis-Syn.[1]

Gameplay

The Devils' High Emissary is one of two possible Ultras that can be encountered aboard Menkis-Syn. The Ketch can only be accessed via the Breach, but the path is blocked by a laser grid that requires a Splicer Intel Relay in order to bypass it. These items can acquired by killing Splicer Emissary Captains or Servitors while on Patrol in the Plaguelands.

Once you are through, you may exit the wall and reach the highway where the Ketch is located. Once you have boarded the vessel, you will find the High Emmisary waiting for you in the hangar, surrounded by Fallen troops.The Captain is equipped with a Shrapnel Launcher, which fire powerful, long-ranged bursts of Solar projectiles. If the player gets too close, they can unleash a stomp attack that will send you flying backwards and cause a great deal of damage. After the High Emissary's health has been whittled down a bit, a group of Shock Blade-wielding Vandals and Exploder Shanks will arrive to provide back up. Overall, the boss is not particularly difficult and can be killed quickly, so long as your gear is strong enough. Upon their defeat, a chest located in the back right-hand corner of the hangar will be unlocked, which you can claim powerful rewards from, including gear from the Archon's Forge exclusive Armor sets. This chest will also grant you the "Khvostov 7G Schematic" when you open it for the first time, which will begin the Exotic Quest to construct the Khvostov 7G-0X.
