Enforcer Rao is a Psion enforcer and leader of the Totality Division crime syndicate.
Biography[edit]
Originally part of the Imperial Cabal, Rao would defect to the Barant Imperium, believing Caiatl's patience as weakness.[1] However, the Imperium's general dismissal of the Psions in their ranks led Rao to want to protect her Psion siblings. So, she offered Premier Lume to lead a unit of the Imperium, the Totality Division,[2] to act as the Imperium's law enforcement in the Lawless Frontier and in Tharsis Outpost.[3] However, unbeknownst to Lume or Dredgen Bael, she would use the Division for her own purposes; to protect her fellow Psions from Bael's work.[2]
Following the weapon's test of Nightfall Station on Tharsis, the Guardian would seek assistance from Rao and her syndicate to get an Imperium callsign to infiltrate their supplyline in order to destroy the station before it could threaten the Last City.[4] Rao agrees to help, calling Bael, Lume and herself fools for deserting Caiatl, as well as how whatever trouble the Guardian and their crew causes would mean less time for Lume to bother her and her syndicate. She also briefly shows sympathy for the Ghosts caught in blast as she did business with them before informing of a callsign that a Piker crew had stolen for smuggling operations.[1] After retrieving the callsign and acquiring their own Praxic Blade, the Guardian met with Rao to get Imperium uniforms for her troops to infiltrate an Imperium base on Venus.[5]
