The Consensus was the ruling body of the City. Formed at the end of the Faction Wars, the Consensus was an alliance of the City's factions. Only certain factions were allowed in the Consensus; some such as Concordat were ejected when they were deemed too radical. Others were permitted in by the Consensus's approval.[1] The Consensus allowed factions to pursue their agendas through legal, civil channels. The Speaker acted as the head of the Consensus, and the Vanguard frequently advised them.[2] However, the Consensus was abolished upon Dominus Ghaul's occupation, where he established himself as the ruler of the City.
