Devils' High Emissary is a unique Ultra Fallen Captain. He is encountered while on patrol, and starts The Guardian on their path to aquiring their Khvostov 7G-0X.
Gameplay
The Devils' High Emissary is one of two possible Ultras that can be found aboard Splicership Menkis-Syn, via use of a Splicer Intel Relay while on patrol. Upon his defeat, a chest toward the back of the ship will open, revealing the Khvostov 7G Schematic needed to construct the Khvostov 7G-0X Exotic Auto Rifle.
Trivia
- Although inside a Devil Splicer Ketch, indicating that it was with the Devil Splicers, the captain doesn't appear to have any modifications.
- Because of this, the Devils' High Emmisary, excluding Iliksis, Light Stalker, is the only normal House of Devils Ultra that was added with the Rise of Iron expansion.
- If the Devils' High Emissary doesn't spawn, an unmodified Pilot Servitor will spawn instead.
