Palmyra-B is a Legendary Stasis Rocket Launcher introduced in The Witch Queen expansion. It has a chance to drop from Legendary Engrams as it is in the world loot drop pool. The single Deepsight one needed for the pattern can be acquired by completing the Shaping: Resonant Alloys quest.
