Empirical Evidence is a Legendary Kinetic Sidearm introduced in The Witch Queen expansion. It has a chance to drop from Legendary Engrams in Savathûn's Throne World after completing The Ghosts campaign mission, with this mission granting the single Deepsight one needed for the pattern.
