The Created Congression is a fanatical gathering of Dread, Taken, Scorn and Shadow Legion under the command of the Disciple Tivon, the Eternal Will. They believe that they are closer to the Final Shape than any of its other servants, most notably the Hive, who should be commanded by them rather than the other way around. They serve as the main antagonists of the Congression episode and the second and third acts of the Rebirth episode.

History[edit]

The Created Congression would first come to be after the Witness linked the Veil to the Traveler and entered the Pale Heart. During a Guardian attack on the Witness' personal Pyramid ship, a Psion of the Shadow Legion known as Vochun would come across an arm of the Disciple Tivon, the Eternal Will the Witness had stored within a container made of an amber-like material. During the initial attack over Earth, one of the roots created by the Traveler's terraforming Light would pierce the container, causing the Light to be soaked into the arm and reawaken Tivon's spirit. Through the arm, Tivon would speak to Vochun and offer him power and freedom from the Witness' control in exchange for total loyalty to Tivon and his idea of the Final Shape. Vochun would agree and would use Tivon's power to ascend into a Flayer.

In the time after the Witness' defeat within the Pale Heart, Vochun would roam the Solar System with Tivon's arm on him. The two would rally the various forces of the Witness that were directionless following the deaths of many of their leaders, including the Dread, the Shadow Legion, the Taken under the command of Ir Vothec, the Plucked and the Scorn under the command of Troksrii, the Technomancer, preaching to them of Tivon's vision of the Final Shape that would see all reborn in darkness and those remade in darkness would be risen above those merely wielded it, as well as denouncing the version of the Final Shape seen by the Witness and the other Disciples as false interpretations. All that would be needed to achieve this Final Shape was to recover the other pieces of Tivon's body and return him to life.
