Resonant Harpies are specialized Harpies seen in the Crystal encounter in the Menagerie, where they tie their frequencies to the Vex Void Crystals seen in the encounter. They spawn alongside those Crystals, where they drop the Void Craniums required to destroy those crystals to progress through the Menagerie.
