The Consul is a Cabal political leader and the mentor of Dominus Ghaul.
Biography
Thousands of years prior to Destiny, the Consul advised Dominus Ghaul in a military coup against Calus, ending his reign. The Consul eventually mentored Ghaul through his efforts in attacking Earth, and throughout The Red War.
