Rixis is a Fallen soldier. They are known by the title "Archon Slayer," presumably a nickname earned from achievements in battle. It is currently unknown what an Archon is. Rixis is known to be somewhat of a miniboss in Destiny, as he has higher health than normal fallen, and drops rarer weapons, such as the Thunderlord.
There is some dispute whether "Rixis" is a name and whether "Archon Slayer" is an official title.[1]
