:It hasn't. Until Rise of Iron came out, all we knew was that the Fallen had an aptitude for technology of almost any sort. When Rise of Iron came out, we learned each House has its own set of Splicers that specialize in technology. So it stands from inference that Skolas used both Wolf and Winter Splicers to co-opt the Vault of Glass' technology, especially that of the Oracles.
