The High Coven is the court of Savathûn, the Witch Queen, and her personal throne world.
Overview
Following his defeat on Mars, Nokris was drawn to a simulated singularity of his aunt's throne world and made a pact with her, taking command of her Taken forces sent to the Cradle on Io.
