The Tower of Woe is a massive skyscraper inside the Scarlet Keep built by the Hive and can be only entered in The Scarlet Keep Strike.
Overview and Layout
The Tower has three floors (two of which are managed by Revenant Wizards, and the final one at the top, which is guarded by Hashladûn, Daughter of Crota). After defeating the Wizard(s), a Void Crystal must be broken in order for the elevator to continue moving. In the elevator, the Guardians are attacked by flocks of Acolytes who guard the tower. At the top of the Tower, Guardians must confront and defeat Hashladûn, the architect of the Keep.
It is suspected by Eris Morn that the Tower of Woe is designed to harness the energy of the Pyramid under the Scarlet Keep, amplifying the Hive's magics and immunizing them from its trauma-inducing effects.
