A Perfected Vandal is a unique Splicer Vandal that have achieved the rank of "Perfected" in the Archon's Forge Arena. They can only be summoned by inserting a Perfected SIVA Offering into the console right next to the arena.
Gameplay
Perfected Vandals wield an powerful explosive Shrapnel Launcher that also leaves burning pools of fire where their shots make impact.
