Splicer Emissaries are unique Splicer Servitors that hold key information on Splicer technology. They can be found randomly across the Plaguelands, and killing them will grant either a Splicer Key or a Splicer Intel Relay.[1]
Gameplay
Splicer Emissaries will do everything they can to hold on to the information they have been given. To start, they are capable of unleashing their eye rockets in rapid succession, faster than most other Splicer Servitors, and are more durable. They also have the ability to teleport, and to ensure that they are well-protected, they are usually guarded by other Splicers. The best thing to do in this case would be to separate the crew and focus on the Emissary with concentrated doses of firepower, allowing you to get a hold of their information via Splicer Key or Splicer Intel Relay.
