The Howling Raiders are a gang of Fallen Vandals of the House of Wolves. Gangs like the Howling Raiders and the Twisted Claw are where Vandals who are too independent to take orders, but too talented to dock to Dreg status, are relegated. The Howling Raiders are afforded a wide degree of operational latitude by the Wolf leadership as long as they continue to demonstrate their value by collecting intel and resources.
A group of Howling Raiders are found in the Hall of Whispers. They are a Queen's Wrath target.
