A bureaucrat can assign or revoke user rights and rename user accounts.

Special:UserRights
- Grant and revoke rollback status from a user, in accordance with the policy.
- Grant (or revoke) administrator and bureaucrat status to a user, in accordance with the policy.
Special:RenameUser
- Rename a user as per their request at the request page.
