The Catalyst for The Unmaker is acquired from completing a Master mode run of the Temple of Exultation Raid after acquiring the weapon. It requires 300 kills with the weapon and 150 kills with regular   Strand damage.

The catalyst, once completed, will grant an additional perk:

Unveiled Strength: Unfettered Entanglement kills boost active Whirling Entanglement, empowering them and their damage output. Also grants Reconstruction
