The High Psychopomp is a highly advanced Vex Mind created by the Vex Collective to oversee the Vex domain and make decisions on hot to best protect them. Overtime, however, it determined the Vex would not survive the Witness and its forces unless they temporarily allied with or, at the least, supported the Guardian.
