The H.E.L.M. or Hub for Emergency Logistics and Maneuvers is a Vanguard operations outpost set up on a large ship, originally docked within a hangar of The Last City. It is the place where seasonal vendors can be interacted through different wings.
It was initially staffed by Vanguard Frames and opened shortly after the Arrival of the Black Fleet. It first came into operation to deal with the arrival of Empress Caiatl's fleet in the Sol System.
Features[edit]
War Table[edit]
The centerpiece of the H.E.L.M., the war table offers real-time tactical information on the current conflict the Vanguard is monitoring. A terminal on the table can be used to read messages and receive incoming transmissions from Vanguard agents for briefings and reports from the field. Members of Vanguard task forces frequently meet at the war table to discuss ongoing operations.[1]
Umbral Decoder[edit]
Confiscated from the Drifter by the Cryptarchy, the Umbral Decoder and Prismatic Recaster have been refined and studied by the Cryptarchs in their ongoing effort to further understand Umbral Engrams which began to appear after the Black Fleet arrived.[2]
Other Features[edit]
The H.E.L.M. has a post box for items lost in the field for recovery, along with a terminal for accessing a Guardian's Vault. Additionally, a terminal containing intercepted messages and Vanguard reports during the Clash of the Chosen is located near the post box. On the other side of the area there is another terminal, from which Guardians can access any abandoned quests they may want to reacquire.
Wings[edit]
On the left and right of where the Guardian(s) spawn are two separate rooms used for other operations.
- The Eliksni Wing was the main operational hub for the House of Light located within the left wing of the H.E.L.M. It prominently housed the Splicer Servitor which was modified to supply Ether to their encampment.
- The Awoken Wing was the main operational hub for the Reefborn Awoken within the H.E.L.M. It prominently housed the Wayfinder's Compass, a portal to Mara Sov's chambers and was guarded by some Corsairs.
- The Psiorium Wing, located at the back entrance next to Crow, was a former containment unit for captured Lucent Brood lieutenants. It was shut down after the success of Operation Elbrus in stopping the Scarlet Keep from being captured by the Lucent Hive for an invasion of Earth.
- The Crown of Sorrow Quarantine Wing took the place of the Eliksni Wing during Operation Midas. The area is outfitted with heavy quarantine equipment, a decontamination unit at the entrance with two Imperial Guard Legionaries right outside and a Hive Tombship used to transport the Crown, as well as to eject it from the H.E.L.M in case it grew to dangerous. Egregore would also be found around the Crown that continued to grow as the Guardians continued severing powerful Nightmares, even spreading to the main area of the H.E.L.M.

- "The Last City has always been a place of refuge. For centuries, the vulnerable have found shelter and security under the watchful eye of the Traveler. Now, it seems that includes Fallen. Can we really spare the energy and resources to shelter our enemies while we are under Vex attack? Can we afford to extend a peaceful hand to those who might bite it? Fear of the Eliksni. Fear of the future. I propose something much stronger: faith. Faith that bravery is not just a Human quality. Faith that we are stronger together. - "People of the Last City: I have some troubling news to share. As some of you know, a portal was opened in the Eliksni Quarter of the City allowing Vex to breach our walls for the first time. Thankfully Guardians, working together with Eliksni Splicers, were able to repel the assault. We've since discovered that Lakshmi-2, former leader of the Future War Cult, was responsible for the security breach. Regrettably, Lakshmi was killed by Vex during the assault. It seems that the other faction leaders were culpable, if not responsible. Executor Hideo and Arach Jalaal have fled taking the remainder of their factions with them. In their absence, we are now one people: stronger, thanks to our alliance with House Light."

- "House of Light is forever in your debt. You stood by us when we had no one. Now, we stand by the people of the Last City in the grace of the Traveler, come what may. The Light provides."

- "Things are progressing as well as can be expected, given the circumstances. While we've recovered some of the lost Techeuns, we still don't have everyone we need to separate Savathûn from her worm."

- "Understood. Don't rush this on my account. Savathûn may be waiting for the freedom she thinks is coming. But frankly, I don't care what she wants. This needs to be done with as minimal risk to your people as possible."

- "I know you hope that this will lead you to Osiris... But you want my opinion? Osiris is already dead. Savathûn is a creature of lies. She has no honor."

- "Your opinion is noted. And on the subject of opinions... how's Crow?"

- "I know. I also know you're willing to take chances on someone who's a risk."

- "I asked Caiatl's Psion. Crow radiates pain, he said. He's the one suffering, and in a way his Ghost can't heal. I know what self-loathing feels like."

- "Greetings Guardian. I come bearing enlightening news. Bracus Forge has earned himself quite a reputation among the Cabal. Within his first three days aboard my ship, he was challenged to six Rites of Proving. He prevailed in them all. One of those challenges came from an officer on my War Council. Bracus Forge defeated him with a single thunderous blow. As is our custom, he was promoted to "Valus" for his courage. He has also started a version of the Iron Banner aboard my flagship, at my request. There are many volunteers for his training. He calls his Legionaries "Iron War Beasts." We have much to learn from one another, and Valus Forge is an excellent ambassador. I dare say he even likes it here. And if a human can ascend to the rank of Valus in such a short time... imagine what the future holds. May we all live long enough to find out."

- "Per our arrangement, I am delivering a status report on the Imperial survey of the Leviathan. Our scouts confirm your reports of psychic anomalies emanating from the red phantoms seen throughout the ship. Psion Opti theorize that these phantoms are manifestations forged from a psychic "background radiation" permeating the Leviathan. Navigational equipment shows that the Leviathan entered a gravitational anomaly and... It was once within and outside of the known universe for an indeterminate period of time. When it emerged from this state, most of its crew were missing, and an infestation of unknown fungal matter had infiltrated all decks of the ships. Command structure appears to have broken down. Loyalists who emerged from the anomaly disembarked from the Leviathan. We are attempting to determine their location. Those currently aboard are newly grown, combat-ready clones that have no higher brain function. They operate as an extension of my father's will. At Valus Forge's suggestion, I have submitted a suggestion for Crow to participate in a joint investigation to supplement our own. It is my hope that together, we can tear into the beating heart of the Leviathan, and drag my father screaming into the light of your sun. Until such a time, we are Cabal. And speaking of the Dreaming City, set aside all the after-action reports from the Keep of Voices. And highlight anything to do with the lost final wish. If the path into the portal really depends on a wish-dragon, knowledge will be our most potent weapon. Mara Sov:
- "The planting of the Silver Tree on Io."
Osiris:
- "I took some convincing on that. But it truly was the beginning…"
Mara Sov:
- "Sagira's death, Crow's choices, your new perspective — none of these were part of “the plan”."
Osiris:
- "Each adjustment came at a cost. I wonder what costs the Witness has yet to extract from us."
Mara Sov:
- "Whatever they are, we will meet them… and persevere."

- "Are you sure you want this?"
Crow:
- "Osiris thinks it's the best shot we've got."
Mara Sov:
- "You didn't answer my question."
Crow:
- "I don't know... I've been trying to find what I want my whole life, even as Uldren. I used to think the Traveler gave me purpose. Uldren thought his came from you… Hmph."
Mara Sov:
- "I never meant to twist you so — only to keep you safe. My protection turned malignant. For that… I am sorry."
Crow:
- "It wasn't just you. Uldren heard your heartbeat and chose to make that his core. He mistook impulse from meaning. I won't! So… I guess it's not that I want this. I need it. I believe in it. Even if I don't make it, everyone else just might."
Mara Sov:
- "I sacrificed you before to preserve a chance for a future — I can't do that again."
Crow:
- "I'll be fine. As long as you and I stick together… Remember, Rega?"
Mara Sov:
- "Still subsisting off stories of hope and bravery. I have missed you."
Crow:
- "[chuckles] I guess I always have been one to fill my head with nonsense, right?"
Mara Sov:
- "Your hope is not nonsense. It is a vital line of sustenance. One I have learned through our people. Fill your heart with it, and I will keep you in mine until you return to me."
Crow:
- "I will."
Mara Sov:
- "Go then. Find purpose of your own, and not one of mine or anyone else’s making."
Crow:
- "Thank you, sister… You'll see me again. And this time, I'll remember you."
Petra Venj:
- "My queen, the Techeun await authorization to position your personal Harbinger. Their second missive, they say."
Mara Sov:
- "I already— never mind. Tell them I will see to its deployment myself."
Petra Venj:
- "If I could speak bluntly, my queen… you seem distracted of late."
Mara Sov:
- "Just mulling on history in a different light. Taranis and Riven… against all odds, they found each other and chose love instead of misery… Until I tore them apart in the Great Hunt. I locked Riven in a gilded cage and hid her away."
Petra Venj:
- "In doing so, you saved her from destruction."
Mara Sov:
- "For good or for ill, I do not regret my part in the Hunt… nor the second chance we have given the Ahamkara by seeking Riven's eggs. And I'm glad she and Taranis could meet again, in a way, before the end. They… they have me thinking of Sjur."
Petra Venj:
- "I see. What was she like as Queen's Wrath? I was too young to know the Awoken behind the legend."
Mara Sov:
- "Sjur was the soldier we sent to break the tide if it ever turned against us."
Petra Venj:
- "If half the legends about her were true, she should’ve been the one to face the curse."
Mara Sov:
- "You're both warriors in your own right: she a war cudgel, and you a master-crafted blade. But she would have been untested as Regent. You gave our people hope when it had burned away in my absence and held it high. You forged an alliance with humanity. Guided the Techeuns because you've walked their path. No one else could have ruled in my place. Any further questions, my Wrath?"
Petra Venj:
- "Just one. What did you love about her?"
Mara Sov:
- "I could list reasons until Sol burned out, but they would be… lacking in complete truth. We do not love rationally. We just love."
Petra Venj:
- "I'll keep that in mind, my queen."
Osiris:
- "We have reached the end. Everything is at stake. Even us. And I cannot help but think: Have I prepared them for what is to come?"
Saint-14:
- "Always in your own head, Osiris! You have done more than enough! Now you worry for them too? Think of it instead as our time. We talked of the future we would have when the City was safe."
Osiris:
- "We must not mistake calm for safety."
Saint-14:
- "Yes, yes. For now, the City still needs us. So, who will stay behind and protect it? Who will be its leaders when Ikora and Zavala are away?"
Osiris:
- "You would have us take up command again? After everything?"

- "We are not the people we were. We are new. We are better! I know this. And I know that it is painful to see them go. But when they return, you will be proud... and so will I. Then we will have our time together. No more just for others."

- "That we were meant to be together. There was one moment... though, it took us time to get to it. Oh, but our Hunter Vanguard, so smart, Tallulah... she knew before we did. All our little squabbles and bickering. She saw it first."
Osiris:
- "It, uh — ah, well, I was — obtuse. Stubborn. I couldn't recognize my own emotions. Then, Tallulah told me to.. "Be serious". "
Saint-14:
- "Haha! I remember. So yes, she told me later. Was good laugh."
Osiris:
- "Well, I'm glad you found it so amusing."
Saint-14:
- "Who could not look back and smile? And I remember your smile, then. So knowing, and so full of our future together."
Osiris:
- "What brought these memories on?"
Saint-14:
- "Hmm. I think about others who will have those same moments now that they know they will a future free from the Black Fleet. Now they have a chance to find love and be happy, like us. We can look behind, but also forward. We cannot see what is coming, but we know it is good."

- "You're certain?"
Saint-14:
- "About us? Yes. Since the beginning. Now, and always."
- "Captain, I've checked your messages for you. There are none. I know how that feels... So I wrote you one myself! [clears throat] Dear, current living Captain. After the Cabal dropped a tank on Nessus, and you ignored me the whole time, I thought we had beef. Let's just say it's a good thing my armory exploded when I crashed here. But now you're back, and we're partners again! So, I forgive you. Please don't leave. Our research has been the most eventful and fulfilling time I've had in centuries of silent abandonment. It's good to be part of a team again. And, Captain, remember you're part of the team too! I know what it's like to have to be the strong, silent type... through no choice of my own. Anyway, if you ever want to chat with someone who is a good listener... I'm a good listener! And I have a lot of free time. Don't be a stranger."
Ikora Rey:
- "I read your theories about Nessus. I share your concerns."
Osiris:
- "It is changing rapidly. Moreso than when the Vex first assimilated it, if Red War records can be trusted. It's not limited to Nessus, either. The data, and the radiolaria we've collected, is mutating. Not a past iteration sweeping over the present Vex... as if they'd always been that way. They are now adapting in real time."
Ikora Rey:
- "It has to be the impact anomaly. Gepetto managed to map the radiolaria flows while Saint... was down there. They're swirling around the impact site for miles below the surface. It's causing disturbances in the planet's EM field, Osiris. The Vex are doing something big."
Osiris:
- "A test. One that will cost them greatly."
Ikora Rey:
- "Is he — do you need anything?"
Osiris:
- "I appreciate your support, but... let us focus on this. Saint spoke of a singular voice directing him: a Conductor, not a collective. Subterfuge and manipulation are not how the Vex operate. They are cunning, but blunt in their confidence."
Ikora Rey:
- "You think this test belies a deeper truth?"
Osiris:
- "They coalesce around the impact site, around one point. Something has changed. More than the Vex themselves. What if they found a new leader?"
Ikora Rey:
- "That was my fear as well. I doubt their motives are benign."
Osiris:
- "Yes. Then we will meet them in kind."
Osiris:
- "You're only doing this to hurt yourself, and I will not be a part of it."
Saint-14:
- "Osiris. Answer the question. I need to know."
Osiris:
- "It doesn't matter! Not like this."
Saint-14:
- "It matters to me. Please. How did I first tell you that I loved you?"
Osiris:
- "Saint... [sighs] You had asked me for something, some tactical report. I gave it to you, and you thanked me, and - and you said that you loved me. You said it as if you had, already said it a thousand times before. I was not ready to say it in return, but... it was not long until I was."
Saint-14:
- "That is not... I do not remember it this way. That is not what happened in my... my simulation. We were together in the Tower, overlooking the City. Talking about... something small. And I said what I felt in that moment. And my Osiris did not hesitate to say the same."
Osiris:
- ""Your Osiris"? Saint, you love me. It doesn't matter how or-or where that began. Not in such fine detail. Saint?"
- "Guardian. Since you found me, I have only doubted who I was once... When Misraaks recounted how his people — their children — feared me... it shook me. Osiris says, that I am Saint-14, my hands raised the wall, I walked with the Pilgrim Guard. How can I be a shadow of the Saint who truly walked this City, when I remember the smells of the streets, and the faces that smile? I met you on Mercury, as I speak to you now. We fought together. I shattered the Vex for centuries, but I lived, where he died. Because we showed the Vex that our fate could not be calculated. Even in simulation, we surprised them, you and I. That, is true. The Conductor claims, I am a man out of time, an approximation of reality. Huh, was I not this already? Hard mettle, and brittle memory. Spark, and code, fourteen times over. Only my heart carried through. I know what it means to find myself again. But... The Conductor claims, had Osiris not created the Sundial, had I remained forgotten, Sagira would live still. How could these things be connected? If it is true... I will not take my love from him as well. For it is strong, and he will need it. You would not be afraid. You would know what to do... I am... still trying. But I will find myself again. "
- "The research on Neomuna's Veil facility is complete. As the report is... [grunts] lengthy, I will summarize. Maya Sundaresh and Chioma Esi were a married pair of researchers in the Golden Age. Their work often touched on the Vex. They found an object on Neptune that whispered to Maya in her own voice. That artifact, the Veil, is of the Darkness, as the Traveler is of the Light. Maya grew obsessed with it. Chioma grew afraid. In her compulsion to study the Veil, Maya took no heed of any risks, or of Chioma's doubts. Humans under her command died. Exominds were wiped. Maya wanted a chorus that could channel the power of the Veil. And to control that chorus, she built an imprint of herself named Lakhsmi. Soon afterwards, Maya entered the Vex network. She left no trace. Chioma exiled Lakshmi, shut down all Veil research, and redacted it from Neomuna's history. In a final act, Chioma entered the network herself. Other Mayas and Chiomas were already inside, simulated hundreds of times by the Vex. It's possible, that the Echo brought many Mayas together into the Conductor... or perhaps, only the first. There is no way to know which, if any, directed the Conductor's actions. But it would be folly to underestimate any Maya Sundaresh."
- "Guardian. I bring an invitation it's not too late to accept. Everything I do is for the sake of a second Golden Age. A return to what we have all lost. The Witness' failure showed that homogeny is fragile. Strength rises from individuality. It rejected the lesson of its own memory. Commander Te'Qal's strength was their individual perspective. Their skill at directing an army, not a hivemind. The Echo of Command and I were equally shapeless before we joined. It reformed my consciousness even as I made it into my mantle. Power joined to individual will: this is the key. Commander Te'Qal lacked one, and the Witness lacked the other. I hold both. With the Echo, I encouraged my Vex's individuality. I commanded your ally. With more application... could anything lie beyond my reach? I have the will and power to create a new Golden Age. I am no tyrant: a conductor listens to her chorus. Join it and be heard. I'm sure we'd both prefer you make that choice for yourself. But believe me, that isn't necessary."
Ikora:
- "Guardian, I hope the H.E.L.M. isn't too crowded. A broad audience would makes this... difficult. I miss Cayde every day of my life. I thought I'd moved on. I was wrong. I can't forget my friend. My teammate. My favorite jerk. Death cuts a wound in the living. It scabs over, but anything can tear it open again. We all bear this wound eventually. The Maya Sundaresh who became the Conductor couldn't accept that. She wanted her wife back, no matter how much she hurt Chioma doing it. Her actions were dangerous. Beyond that, they were cruel to the woman she loved. There is nothing I want more than to speak with Cayde again. The Pale Heart gave us a second chance. It wasn't enough. The burden of the living is that life continues despite our grief. Despite those who don't continue with us. It troubled Osiris to see his drive reflected in Maya. I... see myself in her grief. I see Zavala. And yet it's not grief we condemn, but her actions. I always find I learn best by teaching. Thank you, Guardian, for being a patient student. "
