Werner 99-40 was a Frame hacked by Emperor Calus located on a barge sent by the Loyalists from the Leviathan to Watcher's Grave, Nessus. Werner was also a member of the Shadows of Calus. Aside from certain quest actions, Werner was functionally identical in gameplay to his undercover Tower counterpart, Benedict 99-40.
