Provided the lore for the Seventh Seraph Bond, Mark, and Cloak, it is almost certain that the Abhorrent Imperative protocol, regarding Rasputin engaging the Traveler to prevent it from fleeing, was indeed activated.
"As blackness crept into his vision, he saw the Traveler in the sky, moving away, abandoning him... "I'm sorry," he thought to himself while cursing the orb in the sky for deserting him... The last thing he remembered before they placed him into coldsleep was an explosion in the sky so bright it blinded him."

No, Rasputin didn’t attack the Traveler. This is most definitely the Traveler’s sacrifice, when she pushed back the Darkness. Besides, If Rasputin couldn’t do anything against the Darkness, what could he have done against the Traveler? Simple: nothing.
Please, don’t start spreading false information. The “Rasputin shot the Traveler” theory has been debunked, and is proven false; both in-game, and outside.
