The '''Consensus''' is the ruling body of the [[City]]. Formed at the end of the [[Faction Wars]], the Consensus is an alliance of the City's [[faction]]s with the [[Vanguard]]. Only certain factions are allowed in the Consensus; the former faction [[Concordat]] were ejected when they attempted a coup against the [[Speaker]]. Following the [[Red War]] and the death of the Speaker, Commander [[Zavala]] became the acting head of the Consensus while its members worked to create a system to elect a new Speaker to become the leader of the Consensus.<ref name="PBC">'''Bungie (2017/5/12)''', ''[[Destiny 2]]: [[Curse of Osiris]], Playstation 4, Activision Blizzard, Item Description, [[Peace by Consensus]]''</ref>

Years later, after the [[Black Fleet]] arrives and the Last City fell under the [[Endless Night]], the Consensus would enter into a period of uncertainty and conspiracy. The Faction members began to grow wary of the Guardians' recent decisions and effectiveness, especially as how the Vanguard has allowed Guardians to wield [[Stasis]] and granted sanctuary to the Eliksni of the [[House of Light]] without the consent of the other Factions. After a failed attempt by [[Lakshmi-2]] to banish the House of Light using a Vex rift, leading to Vex invading the [[Botza Ruins]], all of the remaining  factions have fled the Last City. What became of the Consensus following the end of the Factions remains unknown but the Vanguard has assumed control over the Last City's political government.

==Consensus Members==
*[[Vanguard]]: Guardian command authority, effectively represent the military. Sworn to defend the City and humanity in general.
**Titan Vanguard: Represents the [[Titan (class)|Titan]] order of Guardians. The current representative, Commander [[Zavala]], is also Vanguard Commander (overall Guardian leader) and acting head of the Consensus after the loss of the [[Speaker]].
***Note: The Vanguard Commander position is independent of order, i.e., may generally be held by a Titan, Hunter or Warlock. E.g. the Vanguard Commander preceding Zavala was [[Osiris]], a Warlock.
**Hunter Vanguard: Represents the [[Hunter]] order of Guardians. Position most recently filled by [[Cayde-6]] (deceased), and is currently vacant.
**Warlock Vanguard: Represents the [[Warlock]] order of Guardians. Current representative is [[Ikora Rey]].

*[[Future War Cult]]: City Faction. Believe that the future holds endless conflict and strive to be ready for it. Represented by [[Lakshmi-2]].
*[[New Monarchy]]: City Faction. Believe that the Consensus should be (peacefully) replaced by an enlightened autocracy and strive to find the ideal ruler. Represented by Executor [[Hideo]].
*[[Dead Orbit]]: City Faction. Believe that the Solar System holds no future for humanity and wish to leave it. Represented by Arach [[Jalaal]].
*[[Concordat]]: Former City Faction. Presumably represented by [[Lysander]]. Ejected for attempting to seize sole control in a coup, later defeated and disbanded by New Monarchy Guardians at [[Bannerfall]]. Future War Cult admitted to Consensus as replacement.
*[[Speaker]]: Former official leader of the Consensus and de facto leader of the City. Killed during [[Ghaul]]'s occupation.
*Assorted former [[Vanguard]] members (Consensus seat taken over by Vanguard replacements).

==Trivia==
*[[Zavala]] now seems to be the most powerful individual in the City and the de facto leader of the Consensus.
*It is also unclear what (if any) position [[Suraya Hawthorne]] now has on the Consensus. She does not seem to enjoy formal membership, and given her history and outlook, might not even be interested in it. However, the civilians of the City (particularly those not aligned with a Faction) seem to view her as a voice for their concerns, and the Guardians respect her for her role in the [[Red War]].
*Since the end of ''Season of the Splicer'', where Future War Cult was disbanded following Lakshmi-2's failed coup, New Monarchy and Dead Orbit abandoning the City in the wake of their failed conspiracy, the City Factions have not been seen since. Their current whereabouts and status remains unknown.
