I think an attack on the city more than likely. Not only does Destiny 2's concept art give us that much, but we also know they wanted to follow a Star Wars theme, (and I can point out the conceptual similarities between them) we have a VoG card that spells it out, and then we have these toys. This would make the story like empire strikes back where the rebels had to relocate after their base was destroyed in the Empire's assault on Hoth. So I say it is probably gonna be the case at some point.
